My heart breaks for you, while at the same time being outrageously furious at him and at the state(s) who have failed to protect and help you. That's their job and they have utterly failed. I hope that they get their act together and help, so that you don't have to live in fear and constant running for the rest of your life.

I can't begin to express how sorry I am that a person like this was able to get you in his grips and in his control and slowly ruin your life. Good for you that you are now partway out. Good for you for trying all those times to ask for help. I know that "why didn't you leave?" is a trick question with no clear answers.
